
The Ex-Borg faction has many useful favors which help in a multitude of ways. Originally introduced to help players lower their grinds, some of the research has been useful for this. With the expansion of the faction store, there are now many favors available which will again help, especially to kill Xindi ships.
Freebooters are ships that you have to kill for your Ex-Borg Dailies. These dailies provide rep and the common faction credits that are needed in the Ex-Borg Faction Store. These hostiles have very high hit points, but not a huge amount of damage so they last for many rounds.

Because Freebooter hostiles last for a lot of rounds, regular hostile crews are not ideal (though they do work). Instead, the best crews you can have is usually a max damage crew. Probably the best crew is using a burning officer (Nero or Georgiou), Tal, and a mitigation officer (Beverly Crusher, D'Jaoki, or SNW Crew appropriate for your ship type). Another good crew if you have a high tier PIC Beverly is to combine her with Khan and a mitigation officer. Below decks you really need to have Hugh, and Belanna will help as well. Stay in the combat triangle. so you have max penetration damage. If you don't have these, go to the crews page and look for hostile crews that are specifically used for your ship against another in the combat triangle.

Xindi ships will entirely bypass your shields, dealing only hull damage. In addition to this, they have a huge weapon that will destroy your ship as soon as it is fired. By default, this happens in round one. With a specific Ex-Borg favor (Particle Beam Delay), you can delay this by two, four or six rounds. This will give your ship a chance to destroy them before the weapon fires -- if you do not have this research you WILL die round one no matter what crew you use. On top of that, they reduce your critical damage by 500% -- as most people crit for well under 500% of your normal damage, that means you will do 0 damage on critical hits. Therefore, you should not use ANY officer which increases your critical hit chance (i.e. no Hugh below deck, no Ent-E Riker/Khan on the bridge).

Xindi hostiles have very low mitigation, so Isolytic damage is not really a necessity, but is certainly a useful damage increase. Going for high damage and quick kills is almost certainly the way to go here.
Xindi hostiles carry loot that will be turned in for chests in the store, which will get you the uncommon, rare and epic credits you need for certain bundles in the faction store. These hostiles can be found in the following systems:

So far from experimentation, going with as much damage + loot as possible is yielding the best results. Ent-E Picard(captain)/Ent-E Data/Five of Eleven with the Doctor + Paris below deck, killing the highest hostiles possible seems the quickest. The next best crew so far from testing is Ent-E Picard(captain)/Ent-E Data/Janeway, with Paris below deck for full isolytic damage. After that, it seems that Pike/Moreau/T'laan is the way to go. Will keep updated as things change.
Regular hostile crews should work for Xindi vessels. The following crews should be appropriate. If you are choosing between Chen and T'Laan, you should use T'laan as the guns are all kinetic except for the ship killer.
