Based on your level, there are certain levels you can attack and that can attack you. As these levels tend to be across a huge range, there is pretty much no time when you won't have someone who can kill you or break into your base. Shield or share is perhaps the defining motto of this game.
The following does NOT apply in territory. In territory any level can attack any other level. Be warned.
